I use nexus mod manager and then just click the "download with NMM" to download the file. NMM downloads it, and then I just double click the mod to install it. If you are downloading it through your browser, there is another step and you have to put the file in the correct spot. Does Vortex replace NMM/MO/my current mod manager?
