I find that every time I open my Minecraft launcher, it overwrites @skmedix's fixes. I've resorted to setting 1.13.json as read-only, which isn't pretty but seems to have fixed it. Is it possible to move some of the data in 1.13.json to Optifine's respective JSON file which isn't overwritten? I notice that it's trying to download minecraft_server.1.13.jar (as opposed to, for example, minecraft_server.1.12.2.jar). It may be that Mojang has mucked around with the format of their manifest.json file. I haven't had time to dig into that yet, but I may have time later this evening to look at it.
